This position is located in the secretariat of the Headquarters Committee on Contracts (HCC) and Headquarters Property Survey Board (HPSB), in the Office of the Under-Secretary-General (OUSG), Department of Management Strategy, Policy and Compliance (DMSPC).

The Incumbent will report to the Chairperson of the HCC/HPSB.

Responsibilities
Within delegated authority and under the supervision of the Programme Management Officer, the Capacity Development Officer will be responsible for the following duties:

• Plans, develops, and manages all capacity development activities for Local Committees on Contracts (LCCs) on the review of procurement and contractual aspects of projects of significant complexity related to worldwide procurement of diverse services and commodities (e.g. information technology, electronic equipment and instruments, vehicles, medicines, foodstuffs, building maintenance materials, office supplies, construction, furniture, etc.), as well as for Local Property Survey Boards (LPSBs) on the review of disposal/write-off of UN assets, taking into account local economic and other conditions. Advises the LCCs and LPSBs in entities on compliance with the full range of procurement and disposal/write-off procedures, providing support and guidance at all stages of the procurement and disposal cycle.

• Prepares/oversees preparation and distribution of invitations to training activities and manages/conducts all aspects of the training and other capacity development activities.

• Formulates strategies and designs innovative solutions to resolve issues/conflicts related to the work of the LCCs and LPSBs on the review of complex procurement and disposal projects.

• Establishes and maintains work program and schedule for ongoing capacity development activities and newly planned ones.

• Participates in assessments of procurement capacity in entities and the review of proposed awards in cases where the amount exceeds authorized signature authority, where there are submissions to the Contracts Committee for review and subsequent approval by the authorized official.

• Conducts research to keeps abreast of procurement and property management developments; researches and analyzes statistical data.

• Identifies new technologies, and products/services, evaluates and recommends potential training software and e-learning platforms and participates in the incorporation of research results into the procurement and property management capacity development program.

• Reviews presentations for contractual awards, amendments and extensions of contracts, and advises concerned parties on compliance obligations.

• Prepares a variety of procurement and property management capacity development-related documents, contracts, communications, guidelines, instructions, etc.

• Provides guidance to, and may supervise, new/junior staff.

Knowledge of contract law and expertise in handling complex contract issues. Knowledge of International Public Sector Accounting Standards and their application to property management and disposal. Ability to shape and influence agreements with requisitioning procurement and property management units. Ability to apply technical expertise to resolve a range of issues/problems. Education
Advanced university degree (Master’s degree or equivalent) in business administration, public administration, commerce, engineering, law or a related field. A first-level university degree in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in procurement, contract management, administration or related area is required.
Experience in the management and delivery of capacity development programmes and activities related to procurement and procurement oversight is desirable.
Experience in the management and delivery of capacity development programmes and activities related to the disposal and write-off of assets is desirable.
Experience in the design of procurement or property management capacity development-related documents is desirable.
Experience in organizing procurement and oversight assessment missions is desirable.
Experience in compiling and analyzing data and statistics is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral written English is required. Knowledge of another UN official language is an advantage.

Assessment
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
